Mr Rex Chang assumed the post of Director, Beijing Office on 8 December 2022. Prior to this, Mr Chang was Commissioner for Belt and Road of the HKSARG, leading the Belt and Road Office under the Commerce and Economic Development Bureau to promote the connections with relevant sectors in taking forward Hong Kong’s full participation in the Belt and Road Initiative. ​Mr Chang joined the Hong Kong Government as Administrative Officer in 1989. He had served in various policy bureaux and departments, working in policy areas including education, development, trade, information technology, information services, treasury and security.

​Mr Chang received a Bachelor of Social Sciences Degree from the Chinese University of Hong Kong and a Master of Business Administration Degree from the Hong Kong University of Science and Technology. He had also attended courses at Oxford University, Tsinghua University and Harvard University.
